Our fast-growing company is looking for a talented individual to join our firm as a Business Development Manager to be part of a supportive, collaborative, and entrepreneurial culture that appreciates individual initiative. The Business Development Manager is an integral member of our organization and will be responsible for identifying and closing new business opportunities, building long-term relationships, strategic planning and being an active member in the business community.
The Business Development Manager will be responsible for identifying, analyzing, and developing new business opportunities primarily in the Federal government market; directing research and analysis; and developing marketing programs for our organization. The individual may act in a sales role by establishing customer contacts, developing proposals, and delivering marketing presentations. This position will require you to initiate contact with customers and prospects and act independently in the sales process.
The duties and responsibilities of the Business Development Manager will include:
- Analyze potential government or commercial clients and maintain up-to-date knowledge of assigned client plans, programs, and program funding.
- Create and execute market and agency-specific penetration and expansion plans.
- Direct new business identification, qualification and capture, opportunity funnel, bid review presentations and teaming agreement negotiations.
- Create standard operating procedures for proposal development process.
- Develop proposal briefing materials such as reviews of potential clients, proposal outline and proposal review schedule.
- Manage proposal development, including preparation of technical plans (personnel, management plans, corporate experience and technical approach) and pricing. Development of proposal drafts will require strong writing skills and ability to work closely with technical staff to capture technical requirements.
- Independently coordinate the production of proposals including working with creative, editorial and courier services to ensure that high quality proposals are delivered error free and on-time.
- Prepare template corporate materials, capability statements and case studies, working in conjunction with program staff.
- Work well with others and handle day-to-day situations with an acceptable, reasonable approach.
- Review the Commerce Business Daily (CBD), FederalSources.net, FedBizOpps.gov, GovCon, and other pertinent publications and online sources for potential business opportunities.

Required Education and/or Experience:
- B.S. or B.A. degree, with MBA a plus.
- Minimum of 8 years of relevant experience.
- Experience leading and managing business development activities and proposal development efforts in response to solicitations from the Federal government sector.
- Successful track record with proven win rate of opportunities involving complex solutions to the Federal government.
- Understanding of the Federal Healthcare community (HHS, NIH, etc.) and Emergency Response community (FEMA, DHS, etc.) and have an understanding of business opportunities/challenges facing the major components of federal agencies.
- Track record of creating and managing a credible business development pipeline, identifying business opportunities early on (Pre-RFP), executing effective teaming, partnerships and alliances and implementing winning capture strategies.
- Ability to develop and deliver sales presentations and business proposals.
- Ability to assist in the development and execution of marketing programs.
- Knowledge of the FAR, DFAR, and related procurement regulations.
- Experience with SBA 8(a) program is a plus.
Travel Requirements:
- This position will allow for telecommuting but travel to our Columbia, MD office will be required as needed.
- Travel may also be required to meet with clients and partner organizations, typically within the Washington DC metro area.
